White bollards

The row of while bollards that have ben fitted in the courtyard looks horrible. Has anyone got any idea of why they are there/what their purpose is? Does it comply with the listing guidelines?

The white bollards have always there - these are just shiny new ones!

White bollards indicate the entrance to the estate from Fann St for heavy vehicles such as a Fire engine.  This area is re-enforced to take the weight.
